Agricultura familiar de MS terá quase R$ 7 milhões em recursos para ampliar acesso à água

A Secretaria de Estado de Meio Ambiente, Desenvolvimento, Ciência, Tecnologia e Inovação (Semadesc) firmou convênio com o Ministério do Desenvolvimento e Assistência Social, Família e Combate à Fome (MDS), de quase R$ 7 milhões para atender famílias de agricultores familiares, povos originários e quilombolas no Estado, dentro do Programa Cisterna, do Governo Federal.

O programa visa fornecer acesso à água para consumo humano e produção de alimentos, sendo destinado a famílias rurais de baixa renda e equipamentos públicos rurais, utilizando tecnologias sociais simples e de baixo custo, como cisternas de placas de 16 mil litros e sistemas pluviais multiuso.

No Estado serão construídas 655 cisternas dentro do convênio. No Mato Grosso do Sul, o projeto Tekohá Y Porã (Terra e Água no idioma Guarani Kaiowá) já construiu cisternas em aldeias indígenas.

Segundo o secretário-executivo de Agricultura Familiar (SEAF) da Semadesc, Humberto de Mello, o Estado, o bioma Pantanal e toda a região sul enfrentou nos últimos anos uma situação de estiagem prolongada e queimadas.

“A agricultura familiar foi muito afetada no quesito de acesso às águas. Esta situação ficou muito complicada devido às atividades que estes agricultores desenvolvem”, destacou.

Ele explica que o Programa permite que o produtor tenha acesso a tecnologia social, que seria uma segunda fonte de água. “São reservatórios que comportam 16 mil litros de água, que é coletada através da chuva. Vamos desenvolver toda uma capacitação das entidades e das famílias que serão beneficiadas com o programa”, frisou.

De acordo com Mello, esta água serve para melhorar a qualidade de vida das famílias. “Acessando a água, o agricultor poderá desenvolver rendas para a sobrevivência”, acrescentou, lembrando que, a SEAF e a Semadesc já têm monitorados os municípios que terão prioridade na implantação das cisternas.

“Inicialmente serão as localidades que tiveram maiores problemas com estiagem e queimadas no ano passado e municípios que decretaram situação de emergência. Então devemos atender às comunidades ribeirinhas, indígenas e os assentamentos que têm situação de acesso a água e quilombolas”, enfatizou.

Ele salienta que as entidades que vão implantar a tecnologia serão selecionadas via edital, e as cisternas serão construídas em sistema de mutirão.

Como participar

Para participar do Programa Cisternas, é preciso:

  • Estar inscrito no Cadastro Único para Programas Sociais do Governo Federal
  • Residir na área rural
  • Não possuir abastecimento ou ter acesso precário à água de qualidade
